Our residential services are designed to meet the evolving needs of an individual throughout their life and quickly make any adjustments to best serve each individual. We offer in-home and community personal supports, respite services, and traditional residential living in one of our staffed community homes.

We offer in-home and community personal supports, respite services, and traditional residential living in one of our staffed community homes.
HDC maintains homes in both Washington and Frederick counties that we use for Respite Services. Our Agency works closely with each individual’s family to ensure they can receive the temporary relief they need while knowing their family member is safe and happy within a safe and nourishing environment.
Our Personal Supports program brings our services to your home. We will serve a person in the community at their family home, or their own apartment or house (with no more than two roommates). This service is highly individualized and flexible to meet whatever needs a person and their family may have.
HDC Meaningful Day services are tailored to meet the requirements of our day participants, providing individualized training and personal services with an emphasis on community participation. It is our job to discover and develop those aspects of an individual’s life that holds personal value to them and leads them to become a full member of the community.
Our Day Habilitation services in both Frederick and Washington countries are some of the few in the area that allow people to choose community-based activities in either the security of a physical building or in public. This flexibility allows people to customize and tailor their own schedules to meet their needs.
Community Development Services (CDS) is a community-based door-to-door service HDC offers as an alternative to a facility, Day Habilitation service. We provide an array of community experiences which could help improve an individuals employability through the development of vocational interests.
HDC assists in job searches, resume development, and job coaching. HDC’s has a primary goal to match the “right job” to the job seeker to establish satisfying, integrated, competitive employment that meets the needs and requirements of the job seekers. Once employed, our staff work with the employee and employer to develop a mutually beneficial, long-term match.
HDC has a full nursing department staffed with all Registered Nurses. Our services are focused on health and safety issues with an emphasis on the prevention of adverse health outcomes. This service may included case management and delegation services to trained Certified Medical Technicians (CMT) who have successfully completed the MTTP class.
Nursing Support Services are also available for Maryland residents who are self-directing services to ensure that health needs are met.

HDC is a provider of Developmental Disabilities Administration (DDA) Services. People choosing HDC services must already have an approved wavier status from DDA.

The Human Development Council is a non-profit agency that receives funds from State and Federal Governments. There is no out of pockets expenses for families and/or individuals that have been approved for services.
