Our History

At HDC we realize the fears that arise when deciding to make a major life change, and do our best to address those concerns so that each person and their family members will be reassured that they are in good hands. Through innovative and individualized programs, we will continue to be a life resource, providing assistance as each person we serve discovers their potential and becomes an active member of the community.

Mission & Vision

It is the mission of HDC to provide transformational services to the people entrusted to us. HDC provides flexible individualized services that seek not only to accommodate individual differences, values, and interests, but to build on those individual differences. We want all people we serve to be able to fully explore and pursue those life options that are both meaningful to them and provide full community access to explore those options. HDC, as an active partner with the individual, is dedicated to establishing a pathway forward by providing targeted assistance and support, so that each person may reach their own life’s vision.

Changes at HDC

The Human Development Council has served the local community for over four decades, providing quality care to Maryland residents in need of our services. Our Agency is now, as it has always been, dedicated to providing these services according to the wishes of the individual, within the most integrated community setting possible. With the incorporation of new community-based services, the Human Development Council will continue to keep community integration and the Employment First initiatives as our guiding principles, as we work to break down the barriers that have kept the individuals we serve separated from full community inclusion. We will work to reassure individuals and their families that our commitment to their health, safety, and security is always at the forefront of our services as we work with them to develop their PCPs.

Our field is undergoing great changes. We have all just been through a life-changing global pandemic, and with all these changes comes some understandable fears and uncertainties. A very important part of our mission is to calm these fears through good communication and the dissemination of new information as we receive and process it and promote the opportunities and benefits of full community inclusion. We shall strive to convey the message that the principles of quality care are still fully in effect and will not be compromised as we work to provide more comprehensive, community-based services to meet the needs and wishes of each individual we serve. As our Agency continues to transform, we will always strive to provide meaningful community-based services, upholding the concepts of person-centered-planning, the dignity of the person, the right for a person to choose their path in life, and full inclusion into the community for employment and home life.

The Five Pillars Of Our Organization

The five pillars of our organization are those core values which shape our operations so that we may provide the highest quality services to each and every individual in partnership with us.
These pillars are:

Radical Hospitality

Goes beyond being friendly or courteous, it extends a warm, authentic, and inclusive welcome to everyone. It significantly exceeds the expectations of others which surprises them, and makes them feel noticed, valued, and gives the recipient the desire to continue their interactions and possibly develop a relationship with HDC. The recipient of radical hospitality sees that there is an intentional effort on HDC’s part because that relationship is also valued by us. Radical hospitality seeks to create a feeling of comfort, acceptance, and value, and these are the feelings that people will remember over our words. It is this feeling that is the goal of radical hospitality, and it is this feeling that will bring people back again and again, be they applicants, staff, or residents and participants.

Is having empathy or real concern for the people we serve, with a desire to actively address the needs and interests of each person. Providing compassionate support goes beyond clinical expertise and providing regulated services appropriately, it includes the awareness of the wants, needs, and in some cases suffering of the individual, and the desire to address each one in a compassionate and altruistic manner. It provides services in a communicative and collaborative manner which builds trust and produces meaningful and productive relationships that allows for successful outcomes for both HDC staff and residents/participants.

HDC is committed to the success of each person we serve, as defined by the person, and the success of our HDC staff. We exist in a dynamic and complex field, which is constantly changing, and HDC must not only be flexible, but we must also continue to learn, improve, and evolve. The success of the Agency is founded on the success of the individual, and our ability to provide the care and assistance needed and desired. As HDC staff learn and improve their skills, we improve our support and demonstrate our competence and credibility to the community and each person we serve.

HDC is also in a unique position to speak up for the rights and interests of the individual and raise awareness to promote equity and improve community access. Through advocating and educating, HDC demonstrates our commitment to our Vision Statement and to social responsibility.

When we as an organization communicate in an open and sincere manner, we help ensure the best possible care and support for each individual we serve. Strong communication skills assist us to avoid errors and mistakes and allow us to be more effective in our endeavors. Open and sincere communication serves as the foundation for all relationships and is key to establishing and maintaining healthy and positive relationships. This type of communication builds trust and makes everyone involved feel psychologically safe.

Speaking truthfully is done without intentionally causing distress to another and is a skill that is valued by HDC. Not all communications are pleasant, but responding to unpleasant news can be done without imparting anger to another person. To create a sense of teamwork, HDC staff must effectively communicate goals and expectations so that employees understand their roles and responsibilities. Clear communication promotes mutual respect and encourages cooperation, and reduces stress in the work environment, as it lowers the chance of errors and mistakes and helps prevent wrong assumptions. All of this leads to a more effective work environment which translates into higher quality services.

These five pillars of the organization are both practices and goals of the Human Development Council. They are not a “one and done” deal and must be worked on by our employees daily to operate an agency where both employees and participants/residents feel comfortable, safe, and secure. It is always our goal to develop and maintain positive relationships within and outside of the organization. Adherence to the concepts within these pillars allows the Agency to provide the individuals we serve with the best opportunity for a full and happy life as defined by each person.
